Base Realignment And Closure (BRAC) Welcome to our Base Realignment And Closure (BRAC) FAQ page.

1. What are the income limitations?

BRAC affected employees are considered dislocated workers and therefore are not subjected to any income restrictions.


2. Does “income” include retirement income?

Income is not a factor in determining BRAC eligibility. BRAC-affected employees who select regular retirement as their option, ARE eligible for BRAC services. The retirement must be a direct result of BRAC dislocation events, and the individuals must affirm their intent to re-enter the workforce.

A person taking early retirement, IS eligible for services, if the retirement is the result of BRAC dislocation events and he/she affirms his/her intent to re-enter the workforce.

A person taking early retirement IS eligible for BRAC services, if the retirement is a result of BRAC dislocation events and the individual affirms his/her intent to re-enter the workforce.

A person receives separation pay; he/she IS eligible for BRAC services and UC services.


3. What if I already have a degree but want to pursue a different vocation?

It depends on what your degree is in and how long ago it was obtained. (Meaning - is it outdated, etc.). The main criteria being, is the degree in a “demand occupation” and would you likely get a job in that field? Is the degree still competitive in today’s market? If it is still competitive, then Escarosa will not offer retraining, but will provide job development and placement assistance. If the degree is no longer competitive and /or you have health issues that prevent you from working in that field, Escarosa may consider re-training on a case-by-case basis.


4. What if the degree was awarded many years ago (for instance in 1980)?

This would definitely be taken into account. For example, if you had a Nursing Degree that is 10 years old and have not worked in that occupation for several years, the degree would be outdated. While Escarosa staff might counsel you to update your Nursing Degree because it is such a demand occupation, you would probably have the option of retraining/updating the Nursing Degree or training in a new demand occupation



5. Does having a Veteran's status make a difference?

Having a veteran’s status makes no difference in receiving BRAC services. All are treated the same for BRAC services; however, certain employers give Veteran’s preference when hiring/filling vacancies.


6. How are Disabled individuals accommodated?

Disabled individuals will receive the same services as other BRAC individuals. The Escarosa Career Center has a Disability Counselor who will work with Career Manager to help determine your needs to obtain employment, etc. Upon determination of need, funds are available for adaptive equipment for successful completion of training and entry into employment.


7. When will we receive information regarding specific retraining as it pertains to our situation? (i.e. displaced federal workers as a result of BRAC).

After you have been determined eligible to receive BRAC services, you will receive an appointment for orientation; Orientation provides information on career options, labor market statistics, approved training programs and other services offered.


8. What about Unemployment Compensation?

All individuals who have not selected early retirement or retirement MAY be eligible for unemployment compensation (UC). All individuals must apply for UC in order to receive it. To Apply for Unemployment Compensation you may call 1-800-204-2418 or apply on line http://www.FLUIDNOW.com.


9. How do I get started in the process?

When you have your lay-off letter/notice and are within six months of your lay-off date, you need to make an appointment for Intake (eligibility determination) into the Program. You may call Judy Hawthorne 850-595-5200 ext 121 OR Kim Glover 850-595-5200 ext. 119. Once Intake is completed, you are ready to begin services at any time. Intake is required to participate in any BRAC sponsored services (ie. workshops, training etc.).The process is very quick.


10. Is there a specific Point-of-Contact (POC) that I should contact for information and/or questions?

All individuals will be assigned a Career Manager. This will be your primary contact for the entire program. If Intake has not occurred, then you should contact the BRAC Specialist (Judy Hawthorne) at: (850) 595-5200 x121.


11. I’m interested in other opportunities and workshops. When will you be having some?

We will distribute surveys asking for input on the classes and workshops you feel would benefit you most. We are hoping to have classes in small business/ entrepreneurship, and financial planning in the near future. If you are interested in these or other types of classes/workshops, please let your Career Manager know at your Intake appointment. Remember, in order to participate in BRAC activities, you must first complete the Intake process
